Course Overview
This course aims to deliver a range of learning experiences that empower participants to develop their knowledge, understanding and applied skills in the field of innovation and transformational change within the delivery of public services.
It aims to challenge participants to move beyond the passive absorption of information through critical analysis and reflection and towards innovative, strategic and transformational management initiatives within their sponsoring organisation.
This course has been developed by ATU Donegal and Ulster University, in collaboration with the Office of An Taoiseach and the Office of the First Minister and Deputy First Minister, and begins in January each year.

Context of Leadership, Innovation & TransformationThis module explores public sector leadership, innovation and transformational change in its widest sense, examining the nature and extent of government reform and modernisation, the underlying concepts and drivers of policies and programmes, and the transformational change necessary to bring it about. The module provides a strong theoretical and practical underpinning for the student to describe and analyse the current situation within the participant's organisation in the context of leading and improving national and international government services. Transformational Leadership & Strategic ManagementSUMMARY DESCRIPTION Organisations must possess certain capabilities in order to implement strategic change. This module investigates the leadership capabilities required to implement innovative, transformational change programmes. The module examines the roles of leadership, vision, risk identification and management in the processes of implementing a major transformational change programme. It explores tools and techniques to examine the challenging dynamics of leadership. RATIONALE Learning Outcomes 1. Citizen Centric Public Service DeliveryThis module provides a thorough investigation into placing the citizen at the centre of public policy and service design, development and delivery. Techniques and methodologies of collaborative design and co-production of services are explored to encompass digital and stakeholder inclusion and the addressing of wicked and societal issues. Learning Outcomes 1. Critically assess the fundamental role of the citizen and other key stakeholders in policydevelopment to drive effective public service design and delivery particularly, in thecontext of increasing digitalisation. |

Change and Cultural ManagementThis module aims to assist participants in acquiring a deep understanding of change management within public service organisations. It aims to highlight the interdependence of many aspects of work life, including strategic, structural, behavioural, and cultural issues that need to be considered in a complex web that influence individual and organisational performance in the process of change. It is intended that participants will develop skills that will enable them to become more effective agents for change within their organisations. Through the adoption of an integrative approach to structural, behavioural, and cultural issues within organisations this module aims to permit participants to acquire a knowledge and understanding of how these various factors inter-relate in the development of innovative structural and cultural configurations based on employee empowerment and commitment. Learning Outcomes 1. Critically evaluate the need for change within public service organisations and relate the antecedents of change to the participants own organisational context. |

Digital Transformation & Shared ServicesThe module will consider: how to ensure that citizen demands are a driver of digital service transformation; how the use of technology and data can be improved; how to deploy and develop the relevant people capabilities; how digital technologies disrupt organisations by transforming processes and business models; and break down the barriers associated with achieving the goals of digital transformation. Learning Outcomes 1. Evaluate the importance of joined-up, secure service delivery and the potential of digitaltransformation. Identify opportunities for improved transparency, policy-making,implementation and outcomes based upon accountability through consistent and high quality information across government departments and agencies. |

Research ProjectThe Research Project provides participants with the opportunity to apply deeper learning to an identified and agreed organisational challenge in the area of Leadership, Innovation and Transformational Change. The research project offers participants the freedom to focus on issues and challenges of direct relevance and application to on-going initiatives within their organisations and to draw on experiential learning in a learning partnership between the organisation, the individual and the educational institution. Learning Outcomes 1. Identify and justify the basis on which the applied research project was chosen. Formallypresent theoretical and applied aspects of the research project. Pathway 2 will also demonstrate their own personal and professional understanding ofthe implications of their research project. 3. Provide evidence of enhanced knowledge of the organisation, environment of change,colleagues and self and honed relevant skills including communication, listening,problem solving, social interaction and team building. Pathway 2 – Reflect on the learning from actions taken to address a complex PublicService problem or challenge both at an individual and organisation level and to considerthe implications for the wider Public Service. |

Entry Requirements
The entry requirement is a second-class honours degree or better from a university of the United Kingdom or the Republic of Ireland, from the Council for National Academic Awards, the Higher Education and Training Awards Council, or from an institution of another country which has been recognised as being of an equivalent standard; and be in relevant employment within the Public Services. Participants are identified as those charged with delivering strategic, transformational change through clear mission and innovative leadership. The course is directed at managers at Grade 7 / Assistant Principal Officer grade or equivalent.
