SAFER is a World Health Organisation initiative and technical package which aims to assist governments to reduce the harmful use of alcohol and related health, social and economic consequences. “SAFER” is an acronym for the 5 most cost-effective interventions to reduce alcohol related harm: Strengthen restrictions on alcohol availability, Advance and enforce strong drink-driving laws, Facilitate access to screening, brief interventions, referral and treatment, Enforce bans and comprehensive restrictions on alcohol advertising, promotion and sponsorship and Raise alcohol prices.

This specialised certificate is the only one of its kind in Ireland and has been developed as a collaboration between Alcohol Forum Ireland, the Irish Community Action on Alcohol Network and the ATU.

Describe and discuss the legal restrictions on alcohol availability and marketing and enforcement challenges 3. Illustrate knowledge and understanding of issues and challenges in reducing alcohol related road safety issues 4. Examine approaches to addressing alcohol harms through screening, referrals, brief interventions and treatment 5. Assess strengths and weaknesses in alcohol playbook strategies including partnerships, sponsorship and influencers 6. This stand alone module compliments the Level 7 Certificate in Licencing Law and Practice, offered by the Dept of Law, Public Service and Education. This module has been successfully delivered for 4 years and has positively impacted the level of understanding of the complex area of alcohol licencing.

Candidates with a minimum Level 6 Higher Certificate or higher qualifications in a range of cognate disciplines.

RPL of experienced practitioners from the community development and ICAAN membership whose experience may qualify for entry to Level 7 course in absence of evidence of Level 6 qualifications.

English Language Requirements
English Language Requirements will be as determined by ATU and as published in the Access, Transfer and Progression code. The current requirements are as follows:
– Non-EU applicants who are not English speakers must have a minimum score of 6.0 (with a minimum of 6.0 in each component) in the International English Language Testing System (IELTS) or equivalent. All results must have been achieved within 2 years of application to ATU.
– EU applicants who are not English speakers are recommended to have a minimum score of 6.0 (with a minimum of 6.0 in each component) in the International English Language Testing System (IELTS) or equivalent.

Community action on alcohol in Ireland is growing and community activists and front line workers across the public sector and health services have expressed a desire to better understand the evidence base and knowledge informing policy frameworks such as the SAFER technical package so that this can be translated into practical actions and interventions at a community level.
